The Prime

Minister's speech at the Conservative Party Conference: Mr Major's best-delivered lines were attacks on Labour & "young Mr Blair" as he called him. Ditching socialism said Mr Major was not a way into Downing Street. He added that being Prime Minister was too big a task for what he said would be Mr Blair's first real job.

RESPONSE TO CULLEN REPORT "SUBSTANTIVE"

Ministers have agreed "a substantive and very considered response" to Lord Cullen's report on the Dunblane massacre Downing Street has said. Earlier John Major chaired a Cabinet committee meeting to consider recommendations made in the report. A spokesman said Lord Cullen had done a "very careful & thorough job" & his report addressed "a lot of issues". The report will probably be published tomorrow Downing Street said.

RAIL ROUTES

COMING HOME Rail commuters on five more rail lines were travelling this morning under private ownership for the first time. The Government's sale of customer routes has now passed the half-way mark with 13 of the 25 train operating companies now in private hands. All the other 12 are up for sale with the Government hoping to sell as many as it can before the General Election. Thames Cardiff South Wales & West Island Line & South Eastern all made their operating debuts today.

Commons Speaker Betty Boothroyd has agreed to an emergency debate on claims against Paymaster General David Willets During his time as a Government whip he is said to have tried to influence a select committee's inquiry into claims that a Tory MP took cash-for-questions. He is said to have written a memo in which he suggested "exploiting the good Tory majority" on the committee. Mr Willets is a close ally & adviser of the Prime Minister.

HOWARD REVEALS EXTENT OF RELEASE ERROR

Prisoners released early after a Prison Service blunder enjoyed an average 100 days of unexpected freedom the Home Office has revealed. A total of 541 inmates were freed sooner than expected in August when it was decided time spent on remand should be deducted from consecutive sentences. Home Secretary Michael Howard won a court victory to halt the releases. More than 60 were serving four years or more and one was freed 32 months early

Pressure is growing at Westminster for MPs to be allowed a free vote on the Government's proposals to ban nearly all handguns. Labour & the Scottish National Party have called for a total ban. Their campaign has the support of four Conservative MPs. But Downing Street has made it clear it does not intend to allow a free vote. Home Secretary Michael Howard hopes laws will be in place by Christmas.

PM CONSIDERS CULLEN RECCOMMENDADTIONS

The Prime Minister has been meeting ministers to discuss the Cullen report into the Dunblane massacre. The 200-page document is expectod to be published on Wednesday. Earlier senior Scottish Conservatives urged Dunblane's anti-gun campaigners to stay out of the political arena. The Snowdrop Group has threatened to field a candidate against the Scottish Secretary if the Government does not enforce a total ban on hand guns.

curbs on handguns. Kenny McInyre: Michael Forsyth is being given much of the credit for persuading Michael Howard & other Cabinet colleagues to back the demands of Dunblane families. The view at Westminster is that John Major was aware that the Scottish Secretary might have resigned had the Government not gone that far. Civil servants are in Dunblane to give Lord Cullen's report & the Government response to families of the victims.
