TRIBUNAL INDICTS BOSNIAN CROAT GENERAL

The Yugoslav war crimes tribunal has issued an international arrest warrant for a Bosnian Croat commander. Ivica Rajic is accused of atrocities during attacks by his forces in central Bosnia in 1993. Sixteen civilians were killed & 250 inhabitants were forced to flee. The court will also report Croatia & the Muslim-Croat Bosnian Federation for failing to hand over Rajic. He is said to have been living in both areas.

One newspaper there said the world should strike at Saddam's head to put right the errors made in 1991. That was when the Allied offensive stopped after the liberation of Kuwait. But other Gulf Arab states have many more doubts about American policy.

US CAUTIOUS OVER IRAQI CEASEFIRE PLEDGE

The Pentagon is remaining cautious over reports that Iraq is planning to stop firing at US planes in no-fly zones. It described the decision as "encouraging" but said Baghdad would be judged on its actions. "The president himself has said it is actions that speak louder than words and we'll be looking at actions not its statements " said a spokesman. The Iraqi pledge is due to take effect from midnight.

CLINTON "TIGHTENS GRIP" ON IRAQI LEADER

President Clinton has said US military moves in the Gulf have put a "strategic straitjacket" around Saddam Hussein. He said he ordered recent attacks in order to extend the no-fly zone. Now he said "We control the skies over Iraq from the border of Kuwait to the southern suburbs of Baghdad." This made it harder for the Iraqi leader to threaten Saudi Arabia & Kuwait "and easier for us to stop him if he does " said Mr Clinton.

IRAN PREDICTS SHORT-LIVED GULF WAR ONLY

Iran has predicted that any new Gulf war would be short-lived because Iraq does not have the capacity to resist fresh US air strikes. Iranian President Ali Akbar Hashemi Rafsanjani also said many people would suffer as the result of a new war. He blamed both the US for trying to preserve their hold over the region and Iraq for giving them an excuse. He was speaking in South Africa after talks with President Mandela.
