PSBR IS A "BLOT

ON THE ECONOMY" Britain's massive government borrowing requirement is a "blot" on its economy says the Institute of Directors. The institute has called on Chancellor Kenneth Clarke to make cuts in spending and borrowing his Budget top priority. It said it was not calling for cuts in income tax this year but would be after the next General Election. In its representations to Mr Clarke it said it was vital he cut borrowing. "He must reduce public spending & confine tax measures to...reforms " it said.

an apparent policy division on Europe: John Redwood wants Britain to rule out single currency permanently. He suggested that the muddle was causing the indiscipline in the Cabinet. Deputy Prime Minister Michael Heseltine insisted though that a strong exchange of opinions was only healthy. The official line is that the Tories are broadly united behind the present policy. That line will be tested close to destruction at the party conference.

DOCTORS SEEK LARGE INCREASE IN PAY

Doctors are calling for a "substantial" pay rise next year the British Medical Association has said. Doctors would need a 53% pay increase to regain their place in the earnings league of 16 years ago it claimed. The pay of solicitors accountants & others in comparable occupations should determine that of doctors & dentists the BMA told the pay review body. Nurses midwives & health visitors have also called for a large increase.

SNP FAILS OVER BBC CONFERENCE COVERAGE

The Scottish National Party has failed to persuade a court to force the BBC to alter its planned coverage of the autumn party conferences. The Court of Session in Edinburgh has thrown out the party's application. The SNP argued that the corporation was planning to devote an "unfair" amount of time to the Conservative Labour & Liberal Democrat conferences. But Lord Gill said the argument was flawed & action was left too late.

an apparent policy division on Europe: Yesterday Foreign Office minister Nicholas Bonsor said that Mr Clarke's comments were not shared by the vast majority of the Conservative party. It was an unusual intervention not least because ministers are not meant to criticise each other publicly. Former party leadership contender John Redwood is bound by no such rules. He said that the single currency opt-out was confusing.

BBC ADAPTS TO CUTS IN GOVERNMENT FUNDS

Cuts in Government funding have forced the BBC to make changes to its European broadcasts on the World Service its managing director has announced. Sam Younger said broadcasts in Czech would be reduced & separate funding was being sought for broadcasts in Slovak & Finnish. More Russian service journalists are to relocate to Moscow in the move which will save £6.5m next year. The shortfall would still be around £5m

WOMAN LOSES RIGHT TO LIVE IN CARAVAN

A British gypsy woman who appealed to the European Court of Human Rights in Strasbourg to be allowed to live on land she owns has lost her case. June Buckley was refused permission to park caravans on a site near Cambridge. She had been asked to move on by the local council after living on the site for several years with her family. A council spokeswoman said the caravan intruded on agricultural landscape & was not acceptable in planning terms.

FRANCE FACING OCTOBER GENERAL STRIKE

Unions representing France's 4m public sector employees have called a 24-hour strike for October 17. They are protesting against the government's austerity package which it hopes will help France qualify for European Monetary Union. Education workers have also called a day-long strike for September 30. A BBC correspondent says it is unlikely that any strikes will be on the scale of those that crippled France last year

SURGE OF FOREIGN

INVESTMENT IN UK A report by the Geneva-baseed UN Conference on Trade & Development says Britain experienced a surge of direct foreign investment last year. The report says the investment totalled $30bn ` three times the amount achieved in l994 and far higher than any other European Union country. A BBC correspondent says foreign firms are attracted by low UK labour costs. British workers are 10% less productive on average than those in France but 25% cheaper he says.
