The US Secretary of State is trying to

secure French backing for the military operation in Iraq. Nicholas Witchell: Mr Christopher said he was hoping France would agree to continue patrolling the no-fly zones. However officials are making it clear that if necessary American & British aircraft will patrol the extended zones without the French.

changing the voting system used in general elections. Stephen Jessel: Alain Juppe's suggestion - no more than that at the moment - is that an element of proportional representation be introduced regionally & nationally. At the moment French electors choose MPs in a two-stage process. In the first round of voting anyone may stand but to qualify for the second a candidate needs to have won a certain share of the vote in the first round.

ATOMIC SALE The countdown to the sale of Atomic Energy the last privatisation before the next general election has begun. The pathfinder prospectus for the £200m sell-off of AEA Technology (AEAT) formerly part of the Atomic Energy Authority was published today. The sale is being aimed at businesses rather than "Sids" & only 10% of shares will be offered through the likes of share shops & brokers. Analysts see the sale as "high risk" as AEAT's prospects are unpredictable.

YELTSIN TO HAVE HEART BYPASS OPERATION

Boris Yeltsin is to have a heart bypass operation at Moscow's Cardiological Centre Interfax news agency has said. But the senior Russian surgeon quoted by the agency did not say exactly when the operation would take place. There have been rumours about his failing health for months. National security chief Alexander Lebed said Mr Yeltsin must designate his temporary replacement in the next few days APF news agency reported.

PM HESELTINE SUBPOENAED IN LIBEL CASE

The Prime Minister & the deputy Prime Minister have been issued subpoenas to give evidence in a libel case. Cabinet Secretary Sir Robin Butler has also been called as a witness in the case brought against The Guardian by former trade minister Neil Hamilton. Mr Hamilton is fighting to clear his name over cash-for-question allegations The hearing is scheduled to begin on October 1 a week before the Tory party conference and set to last a month.
