40 YEARS FOR MAN WHO STOLE LOO ROLL
A man in the United States has been sentenced to 40 years in prison after stealing 22 rolls of toilet paper. The exceptionally stiff penalty was given after the judge discovered that Henry Stepney had been arrested more than 50 times in the past 20 years. The judge decided to invoke President Clinton's "three strikes & you're out" policy for repeat offenders. Stepney's counsel said the homeless drug addict needed treatment not jail.

INTERNATIONAL APPEAL FOR PEACE TALKS
Britain France & Germany are among the countries calling for a summit between Israelii Premier Benjamin Netanyahu & Yasser Arafat. The crisis is being discussed by the UN Security Council in New York. The Israeli Foreign Minister David Levy denied his government had reneged on peace agreements. Earlier Palestinian President Yasser Arafat also appealed to Israel to resume peace moves.

this week to try to resolve the Middle East crisis: Chris Morris reports. The Americans will not be pleased that Israel has decided to reopen the tunnel entrance in Jerusalem. US officials concede that the Israeli premier was showing no sign of making any concessions on that issue. They seem more hopeful of progress on the status of Hebron in the West Bank from where agreed withdrawal of Israeli soldiers has been delayed.

ISRAELIS SEND TANKS INTO THE WEST BANK
The Israeli army has begun a special operation to quell further Palestinian unrest in the West Bank. The operation dubbed Cotton Field involves the deployment of tanks & attack helicopters in the area. The army will now use "all means possible to confront Palestinian threats an army source said. Earlier Israeli soldiers fired tear gas & rubber bullets at stone- throwing Palestinians in the West Bank.

US IN TALKS OVER AFRICAN PEACE FORCE
The United States is reported to be in talks with EU & African allies about the establishment of a standby military force for African trouble spots. The force would have the authority to intervene in crises on the continent the Washington Post newspaper reported. It would not intervene in fighting but would set up safe areas & provide humanitarian aid the paper said. The concept has been circulating for some time but real progress is slow.

Labour has promised a revolution to save the National Health Service. Tony Blair told an eve-of-conference rally a Labour victory would save the NHS from destruction by the Tories. US EASES WAY FOR PALESTINIAN EXPORTS
President Clinton has signed into law a bill which will lower trade barriers between the United States & the Palestinian territories. Products from the West Bank & Gaza Strip will enjoy duty free entry into the US in line with goods from Israel. A White House spokesman said the trade initiative reflected commitment to peace in the Middle East. It would be offering new economic opportunities to the Palestinian people
