But despite the celebrations they face rates of unemployment far higher than the Canadian average.

THIRD OF KOSOVO PEOPLE DISPLACED ` NATO
More than 630 000 people ` around a third of Kosovo's population ` have now been driven from their homes Nato says Spokesman Jamie Shea said 30 000 had been forced to leave the capital Pristina in the last 24 hours. The alliance says that 36 500 Kosovo Albanians crossed into Macedonia on Wednesday & 25 000 were waiting today Mr Shea said that another 250 000 people who had been displaced were still inside Kosovo.

REFUGEE CRISIS OUT OF CONTROL ` UNHCR
International aid agencies have warned that they can no longer cope with the exodus of refugees from Kosovo. "The relief operation is on the verge of being overwhelmed " said UN High Commissioner for Refugees Sadako Ogata. In the past 10 days around 120 000 refugees have fled to Albania 70 000 to Macedonia 30 000 to Montenegro & 7 500 to Bosnia the UNHCR reports. Albania & Macedonia have appealed for more help to cope with the huge influx.

MILOSEVIC CAN'T EMPTY KOSOVO ` CLINTON
President Clinton has said Nato forces cannot allow Yugoslav President Slobodan Milosevic to hold on to a Kosovo emptied of its Albanian people. "There's no doubt what Mr Milosevic wants to do is keep the land of Kosovo and rid it of its people. We cannot let this happen with impunity " he said.
