A state-run hospital is insisting that patients' families sign a contract saying that it is not responsible if their relative dies in an operation. Defence Minister Rudolf Scharping said "comprehensive consultations" were needed on the plan which has attracted sharp criticism from Russia & China. An opposition leader was more positive but also called for consultations. Europe & the US are both at risk from "rogue states" so the NMD'S benefits should be shared Friedrich Merz said.

JAPAN "COVERED UP GERM WAR ON CHINA"
Japanese World War II military leaders tried to cover up germ warfare attacks on China a Tokyo court has heard. Historians appearing for a group of 180 Chinese who are demanding an apology said leaders knew their actions contravened international law. Legal action begun in 1997 claims at least 2 100 people died in germ bombings & experiments during the war The Japanese government has resisted pressure to apologise to China.

SCHROEDER SHOOTS DOWN US MISSILE PLAN
German Chancellor Gerhard Schroeder has said Russian opposition to a US missile defence plan so-called "Son of Star Wars" must be seriously considered. Russia had a vital role in lasting security in Europe he said demanding clarity from the US on the proposals. US Defence Secretary Donald Rumsfeld again said the plan posed no threat but European leaders fear a new arms race. Nato chief Lord Robertson believes the plans would not affect the alliance.

New US Defence Secretary Donald Rumsfeld is due to face a barrage of questions from European leaders over the planned US missile shield. The annual Munich Conference on security could expose transatlantic differences over the "Star Wars" plan. Mr Rumsfeld is a strong supporter of the plan which President George W Bush says he wants to develop. But European leaders fear it could fuel a new arms race.

WATCHDOG ASKS EU TO ACT ON TAINTED BEEF
The Food Standards Agency has asked the EU to takeurgent action to ensure there are nofurther breaches of measures to control mad cow disease. It condemned discoveries of banned spinal material in imported beef from Germany & Ireland as unacceptable. Normally meat imports from within the EU are not routinely inspected. single German carcass entering the UK.

EX-ELF EXECUTIVE TO AWAIT EXTRADITION A German court has ruled that a French fugitive is to be held in custody until extradition proceedings begin next week Alfred Sirven 74 was detained at Frankfurt airport after deportation from the Philippines. A former executive of French oil firm Elf Aquitaine he is a key figure in the corruption trial of ex-French foreign minister Roland Dumas.

FRANCE Alfred Sirven a key figure in France's Elf corruption trial has been flown to Paris after Germany agreed to extradite him. He faces trial alongside former foreign minister Roland Dumas.
