ALL ACTIVE CRIMINALS TO BE DNA RECORDED

The "entire active criminal population" will be recorded on a DNA database by 2004 the Home Secretary has told MPs. Jack Straw said 100 000 hard-core offenders were responsible for about half of all crime. He said sentencing in England & Wales would in future ensure that persistent offending led to harsher punishment. And he announced increases in funding for the Crown Prosecution Service & probation officers.

The Government has introduced powers to shut down rights of way in England & Wales in an effort to prevent the spread of foot-and-mouth. Under them councils have discretionary rights to shut down paths across individual premises & affected areas. The Scottish Executive is expected to announce similar measures later today. Meanwhile many National Trust & Forestry Commission properties in affected areas have been closed off.

SNOW BRINGS CHAOS TO NORTHERN BRITAIN

Snow & strong winds have cut power to more than 100 000 homes in Scotland Northern Ireland & northern England. Fife East Lothian the Borders Co Down & Co Antrim have been badly hit; in Northumberland 15 pupils were stranded at a school for dyslexia. Both GNER & Virgin said rail services would not be running to Scotland. Forecasters expect the snowstorms the most severe in recent years to sweep across the rest of the UK.

ISRAELI LEADER SHARON FACING VITAL VOTE

Israel's right-wing leader Ariel Sharon is set to find out whether he can form a government with the Labour Party to clear the way for him to take power. Mr Sharon who defeated Ehud Barak this month hopes Labour will vote to form a government with his Likud party. Mr Sharon is racing against the clock to form a government by the end of March or face general elections. A deal is crucial to his peacemaking policy with the Palestinians.

TOP ZIMBABWE JUDGE QUITS UNDER PRESSURE

Zimbabwe's chief justice who ruled against President Robert Mugabe's land seizure programme is to retire early an official newspaper has reported. State-run paper The Herald said Anthony Gubbay's term had been cut short after he reneged on an agreement to take four months' leave. The government has also accused him of serving the white minority's interests. The judge was believed to have been under pressure to quit.

MONDAY'S HIGHLIGHTS AT WESTMINSTER

Commuters could view rarely-displayed national works of art at railway stations an MP has suggested. The idea was raised by Labour's Gordon Prentice after it was disclosed that 14% of national collection items are not available for public viewing. Tory ex-minister Nicholas Soames gave the idea his full backing. And Minister for the Arts Alan Howarth said it was "highly desirable" that more works were displayed.

POWELL REAFFIRMS US ROLE IN BALKANS

US Secretary of State Colin Powell has stressed his country's commitment to keep peacekeeping forces in the Balkans as long as Nato needs them. "We went in together we will come out together " he told a news conference at Nato headquarters in Brussels. General Powell also said plans for a US national missile defence system would fit easily within the Nato framework. Some analysts have claimed it could antagonise America's European allies.

TESTS FIND NO FOOT-AND-MOUTH AT FARM

Preliminary tests of the samples from the suspected foot-and-mouth case in Aberdeenshire have so far found no evidence of the virus. Further tests are now being carried out at Banks Farm near Fyvie. Conclusive results will not be available until the final 96-hour test is complete on Tuesday afternoon. Meanwhile the Scottish Executive is advising the public to keep well away from livestock & livestock farms until the outbreak is over.

GOVERNMENT OFFICIALS SET FOR SKIBO DATE

Senior Scottish Executive officials are to attend a conference at Skibo Castle this week ` at a cost of £40 000. Opposition MSPs are expected to attack the decision to stage the event at the Highland venue which hosted pop star Madonna's exclusive wedding last year. The 20 officials will be joined by government officials from Nordic countries at the event where help for rural economies is on the agenda. The bill will be met by the Scottish Executive & two enterprise agencies.

GP CHARGED WITH 21 INDECENT ASSAULTS

A doctor has been charged with 21 indecent assaults against females police say. The 57-year-old GP from the Wrexham area of north Wales will appear before magistrates in the town on March 5. The charges against him follow an investigation by Wrexham CID which began in August last year. Health authority officials & the General Medical Council have co- operated with inquiries police said.
