TUESDAY'S HIGHLIGHTS AT WESTMINSTER

Britain is trailing Europe in its failure to root out & expel illegal immigrants the Lords heard. Tory Baroness Knight of Collingtree claimed other EU countries were "far better" at removing illegal immigrants. Fellow Tory peer Lord Naseby expressed concern over Sri Lankan terrorists getting into the UK. Junior Home Office Minister Lord Bassam said the number of immigration officers would rise to deal with the situation.

DISEASE SPARKS BAN ON LIVESTOCK EXPORTS

The Government has announced a complete ban on the export of livestock following Britain's first outbreak of foot-and-mouth disease for 20 years. The Ministry of Agriculture said the temporary ban would come into place by the end of the day. It covers exports of all livestock as well as meat & milk. The US & Republic of Ireland have already banned the import of some animal products from the UK.

PUBLIC LIFE IS NOT SLEAZY SAYS STRAW

Home Secretary Jack Straw has said British public life is less sleazy than in any other country he can think of. Britain has a "longer tradition of probity in political life" than elsewhere he added. Media focus on sleaze is part of its fascination with personalities instead of policy Mr Straw said. His comments follow recent criticism of the Lord Chancellor Lord Irvine and ex-Cabinet colleague Peter Mandelson.

Education Minister Baroness Blackstone said every child had the right to have their educational needs met. She spoke in a debate on a Bill banning discrimination against disabled pupils. CLEAN FUEL DELAY FORCES PETROL DUTY CUT

The Government is set to introduce a temporary cut in duty on unleaded petrol because of delays in the supply of a new "clean" fuel. The Chancellor has indicated that his Budget will include a cut in duty on ultra-low sulphur petrol of at least 2p However the fuel will not be available at all outlets in time. The Government says that to stop some drivers losing out duty on unleaded petrol will also be cut until June 14.

MANDELSON PROMISES NOT TO HARM LABOUR

Peter Mandelson has promised not to deliberately damage the Government or Labour Party in a bid to clear his name following the Hinduja passport affair. MP ATTACKS NI POLICE RECRUITMENT PLANS

Plans to begin a recruitment drive for the new police service in N Ireland are "illegal" Martin McGuinness has said. The Sinn Fein MP & education minister has attacked plans put forward by RUC Chief Constable Sir Ronnie Flanagan. Sir Ronnie's proposal to launch an advertising campaign this week cannot go ahead because there is no Policing Board in place Mr McGuinness has said. "The Chief Constable is acting outside the terms of the Police Act " he added.
