BANK OF ENGLAND CRITICISED OVER BARINGS

The Bank of England has been criticised over the collapse of Barings Bank with debts of £800m incurred by Nick Leeson. The Commons Treasury Select Committee accused the Bank of England of a break down in its supervisory system internal controls & communications. Committee member Tim Yeo said the Bank's primary duties were to protect the currency & to maintain stability. A Bank of England spokesman called the report a "constructive contribution".

MINISTERS MEET TO REVIEW STALKING BILL

Ministers are to hold an urgent meeting to decide how to proceed with the Government's anti-stalking Bill. The move comes after Opposition parties combined to defeat the Government on a Labour amendment. But Labour & the Liberal Democrats say they will co-operate with the Government on the Bill which is due to complete its Commons passage today. Liberal Democrat Deputy Leader Alan Beith said nobody would vote against it

SPEAKER RULES OUT ACTION IN VOTING ROW

Commons Speaker Betty Boothroyd has refused to get involved in the row over voting arrangements between the Tories and Labour. Such matters were "not at all the business of the Speaker" she told Labour's David Winnick. Mr Winnick had urged her to condemn what he called Tory cheating to restore the reputation of the House. Miss Boothroyd told him he should not attempt to put words into her mouth.

NOVEMBER PSBR COMES IN AT £2.6bn

The Government had to borrow £2.6bn last month to balance its books latest official figures show. The November figure was just short of the consensus City forecast of £2.7bn. It took the total public sector borrowing requirement for the first eight months of the year to £13.9bn compared with £22.4bn at the corresponding stage in 1995/96. The Treasury said the figure was fully consistent with the Budget forecast of a total PSBR this year of £26.4bn.

A former minister says the Tories regret tactics they used in winning Monday's fishing vote by a margin of 11 Three absent Tory MPs were "paired" with both Labour & Liberal MPs instead of just one or the other. Sir Archie Hamilton said: "We were found out. I think it was something the Government might now regret." He accused Labour of foul play yesterday. OPPOSITION CLAIMS FISH VOTE "CHEATING"

Labour & the Liberal Democrats are to suspend all pairing arrangements with the Government from the return of the Commons in January. The move comes after allegations of "cheating" in last night's fishing vote They have accused the Government of double-pairing Tory MPs with Opposition MPs to give them an unfair advantage. LIB DEMS URGE PROBE INTO BSE "FIASCO"

The Liberal Democrats have called for an inquiry into a "multi-million pound scandal" involving the cattle cull demanded by the EU. The cull had been carried out in a way which was a "matter of great national concern" spokesman Paul Tyler said. Ministers had unnecessarily limited the number of abattoirs involved thus allowing them to profiteer he claimed. The taxpayer had ended up paying the equivalent of 1p in the pound he said.
