NO TRIAL FOR BOY ACCUSED OF STABBING

An 11-year-old boy accused of stabbing a girl aged nine in Edinburgh will not face a court trial it has emerged. The young victim was abducted & knifed eight times in an underground car park near a cinema complex. The Crown Office has decided the case will be referred to the Children's Panel on advice from psychologists. The panel has the power to order the boy's detention in a secure unit or it can also release him into the care of social workers or his mother.

Warning disruptive behaviour should be a concern for everyone he urged parents to work with schools to find ways of improving discipline. He made the call in Edinburgh where the first meeting was held today of a "task group" set up for that purpose. The group will look at existing priorities & consider improvements.

LIDDELL MOVE SET TO SPARK WAR OF WORDS

New Scottish Secretary Helen Liddell is starting work at Dover House today ` a move which is set to spark a fresh war of words with the Scottish Nationalists Leader John Swinney has warned her move in the post-Mandelson mini reshuffle will lead to a continued "turf war" between London & Edinburgh. Peter Mandelson's Northern Ireland job was taken by ex-Scottish Secretary Dr John Reid ` who also starts work today. His deputy Brian Wilson has moved to the Foreign Office.

MINISTER WELCOMES BREAKTHROUGH OVER PAY

Scotland's teaching unions have agreed a pay & conditions package from the executive which now goes to a ballot of union members. After lengthy talks unions agreed to 4 000 new teachers a 35-hour working week & a starting salary of £18 000. The deal means all teachers will get a pay rise of at least 21.5% by the summer of 2003. Education Minister Jack McConnell hailed the agreement as a breakthrough for Scottish education.

TEACHERS FIND FAVOUR WITH PAY RISE DEAL

Scotland's teachers have overwhelmingly backed a deal over pay & conditions following extensive negotiations. accepted the deal which will see pay rises of over 21% for all teachers. The three-year pay deal is based on recommendations from the inquiry chaired by Professor Gavin McCrone. Education Minister Jack McConnell said the agreement was "excellent news" for parents & children across the country

HEALTH EXPERTS DRAW UP NEW MMR STRATEGY

A meeting of medical experts called to try to restore confidence in the MMR vaccine has insisted there is no link to autism & bowel disease. Government Chief Medical Officer Prof Liam Donaldson said there would now be a new campaign to encourage parents to allow their children to be vaccinated. He said it was also important to pass on facts to health care professionals. But he stressed 88% of parents had already chosen to go ahead with the jab

TEACHER'S SON BEHIND SCHOOL LAPTOP PORN

A teacher's son downloaded hardcore porn onto a laptop computer his mother borrowed from her school for IT lessons Police were called in after the parents of Roberta Bridges 15 a pupil at Boston Spa Comprehensive School in West Yorkshire discovered the images. She had been using the school laptop to help cope with a medical condition. Headteacher Peter Sutton said the son had been using the laptop without his mother's knowledge over Christmas.

BRAIN-DAMAGED BOY WINS £2.6m IN DAMAGES

A six-year-old boy left brain damaged after contracting the E.coli bug on a visit to a school farm has won £2.6m in damages at the High Court. Tom Dowling from Edgware north London was infected on a trip to Bowman's Open Farm near St Albans Hertfordshire two years ago. He almost died after falling into a coma & now needs 24-hour care. The farm & Barnet Education Authority admitted liability.

KILLERS TO GET LIFE SENTENCES REVIEWED

All prisoners serving life for murder in Scotland are to have their sentences reviewed in the wake of the Human Rights Act the executive has said. About 500 killers will have their cases heard by a judge who will decide on the "punishment period" to be served. An executive spokeswoman stressed the review would not automatically lead to shorter sentences. The European Convention on Human Rights outlaws government ministers deciding when convicted killers can be released.

CHALLENGE TO ROAD CONTRACT AWARDS FAILS

Legal action challenging the way the Scottish Executive has awarded major road contracts has failed. A consortium of local councils who had bid for a west of Scotland contract have been refused the right to appeal against dismissal of their action. This follows failed legal action by local authorities in the north east. It is expected all four major contracts will now go to private contractors. The Parliament's Transport Committee is expected to announce an inquiry.
