TALEBAN DENY MASSACRE OF CIVILIANS

The Taleban Islamic movement which controls most of Afghanistan has rejected UN reports that its forces killed civilians in the central region. Its leader Mola Mohammad Omar Mojahed said UN Secretary-General Kofi Annan's allegation of at least 100 deaths in Bamian Province was "completely false". He accused the UN of trying to "confuse world opinion" about the Taleban the Pakistan-based news agency AIP said. According to the UN the massacre came after fighting with opposition forces.

CUBA ALLOWS CZECH PAIR PRISON VISIT

An embassy official in Cuba said that two Czechs arrested for spying 10 days ago were in good health in spite of "unpleasant" prison conditions. He was the first Czech official allowed to see ex-minister Ivan Pilip & former student leader Jan Bubenik since their arrest CTK news agency reported. Havana accuses the two of spying for the United States after they were discovered meeting Cuban dissidents. The Czech Republic last year accused Cuba of violating human rights.

MANDELSON ADMITS PASSPORT CONVERSATION

Peter Mandelson spoke to a minister about the Hinduja brothers' bid for a UK passport the Prime Minister's official spokesman has admitted. Yesterday Downing Street said the Northern Ireland Secretary had not got involved in the tycoons' application. But Mr Mandelson has now recalled a brief conversation with Home Office minister Mike O'Brien on their behalf. He has been accused of helping them in exchange for a £1m Millennium Dome loan

DOCTOR RENEWS MMR VACCINE SAFETY DOUBTS

More doubts have been raised about the safety of the vaccine for measles mumps & rubella. There was not "adequate evidence of safety" said Dr Andrew Wakefield at London's Royal Free Hospital in a medical journal Adverse Drug Reactions Trials were too small & did not follow children up for a long enough period to gauge problems he said. The Department of Health has "totally rejected" the research.

HATFIELD INQUIRY CONSIDERS CHARGING SIX

Six senior executives are facing charges of corporate manslaughter in connection with October's Hatfield rail crash in which four people died. The Health & Safety Executive says the prosecutions involving Railtrack and track maintenance firm Balfour Beatty are being seriously considered. Railtrack has admitted that mistakes were made leading up to the crash. Faulty track was due to be replaced but the work was not carried out.

KILLERS TO GET LIFE SENTENCES REVIEWED

All prisoners serving life for murder in Scotland are to have their sentences reviewed in the wake of the Human Rights Act the executive has said. About 500 killers will have their cases heard by a judge who will decide on the "punishment period" to be served. An executive spokeswoman stressed the review would not automatically lead to shorter sentences. The European Convention on Human Rights outlaws government ministers deciding when convicted killers can be released.

MINISTERS TO LOSE SCOTS SENTENCING ROLE

Laws are being drawn up in Scotland to end politicians' right to decide if prisoners serving life should be freed. The Executive says it is meeting the needs of European human rights law. Under current procedures the final decision on whether to free inmates in Scotland is made by justice ministers. In future a judge will set a "punishment period" on sentencing after which time the parole board will decide on suitability for release.

RAMSBOTHAM BLASTS INMATES' ASSETS PLAN

Government plans to make inmates pay for their stay in jail by seizing their cars & homes are unworkable the chief inspector of prisons has warned. Sir David Ramsbotham dismissed the proposals currently being considered by the Home Office as "nonsense". They would undermine efforts to prevent former inmates reoffending he said. A prison service spokesman said ministers were considering confiscating assets but no decisions had been taken

EATING FISH "CUTS WOMEN'S STROKE RISKS"

Eating fish can greatly reduce women's chances of suffering a stroke new research from the United States claims. Scientists found middle-aged women who had one fish dish a week lowered their stroke risk by 22%. Eating fish two to four times a week led to a 27% lower risk. Those who ate fish almost every day halved the risk. The Harvard Medical School results were based on a study of nearly 80 000 nurses from 1980 to 1994.

ENGINEER STRIKE HALTS US RAIL CARRIER

A United States union representing over 8 000 locomotive drivers has gone on strike shutting down the country's largest rail carrier officials said. The union said the dispute at Union Pacific centred on new rules for personal leave days. Union Pacific said it was prepared to go to court to end the strike. Lawyers had started drawing up papers shortly after the strike began a spokesman said.
