WEDNESDAY'S HIGHLIGHTS AT WESTMINSTER

The Government is to press ahead with new adoption laws in this parliamentary session the Prime Minister has said. Tony Blair told MPs it was important to clear away "bureaucratic obstacles" after Tory leader William Hague pledged support for reform of adoption law. He condemned the internet sale of twin girls to a couple in north Wales as "absolutely deplorable". "It cannot be right for children to be sold to the highest bidder " he said.

Two pupils have been suspended after allegedly taking drugs at a council-run special needs school it has emerged. Police are interviewing a third pupil from Willowpark School in Edinburgh in connection with the incident. It is believed the pupils allegedly swallowed Tamazepam tablets at the school for children aged five to 18. "We anticipate to re-admit the pupils next week following meetings with their parents which are already scheduled to take place " a spokeswoman said.

ADOPTION LAW CHANGES TO BE SPEEDED UP

The Government is to speed up new laws to stop couples adopting children abroad without proper checks in the UK. The move follows the controversy over American twins bought by Alan & Judith Kilshaw via the internet. Under the new rules couples bringing adopted children home without proper UK approval face three months in jail. Mr & Mrs Kilshaw of Buckley north Wales are preparing to fight court action to make the twins wards of court

BRITONS HELD IN JAPAN AFTER DRUGS FIND

Two Britons have been arrested at an airport in Japan on suspicion of smuggling 6 000 ecstasy tablets into the country the Foreign Office says. Craig Brandrick 26 and Cyleagh Brad Scott 21 were arrested on Christmas Eve in Osaka after drugs were found hidden in a double-bottomed suitcase. The pair live in South Africa but hold British & South African passports. They allegedly told officials they were promised £2 800 to smuggle in the drugs

NEW ALZHEIMER DRUGS BACKED BY WATCHDOG

The National Institute for Clinical Excellence has given its backing to three new drugs which delay the progression of Alzheimer's Disease. People with mild to moderate forms of the disease should be given Aricept Exelon or Reminyl on the NHS in England and Wales the Government body said. The drugs had previously been denied to some patients on the grounds of cost. It is thought the decision could cost

MINISTER IS GAGGED IN EDINBURGH DEBATE

Finance Minister Angus Mackay has been prevented from making a statement in the Scottish Parliament on the fate of the country's quangos. Deputy Presiding Officer George Reid ruled that his speech could be "taken as read" since much of the content had appeared in Thursday's newspapers. It is the first time such a ruling has been used. Tensions though have existed for some time over ministers making policy announcements in the media.

NO TRIAL FOR BOY ACCUSED OF STABBING

An 11-year-old boy accused of stabbing a nine-year-old girl in a cinema car park in Edinburgh will not stand trial the Crown Office has confirmed. The boy was arrested after an incident outside the Fountainpark cinema complex last October. The case has been referred to the Children's Panel. This has the power to detain children in a secure unit or place them in the care of social services.

TWINS "SAFE AND WELL" IN COUNCIL CARE

Flintshire County Council says the twins at the centre of a custody battle are safely in care after they were removed from their adoptive parents. The American baby girls were taken from a hotel in Mold where Alan & Judith Kilshaw were staying. Council chief executive Philip McGreevy said an emergency protection order was a "considered" response to events. Real mother Tranda Wrecker wants the girls adopted via the internet back.

DIANA'S EX-BUTLER BAILED IN THEFT PROBE

Princess Diana's former butler has been bailed by police after being held over the alleged theft of her belongings. Scotland Yard officers detained Paul Burrell at his Chester home yesterday. The inquiry reportedly concerns missing clothes belonging to the late Princess and a £500 000 jewel-encrusted model boat a gift from the Emir of Bahrain. Mr Burrell was questioned at Runcorn police station in Cheshire & released pending further inquiries.

BOY FIVE DIES AFTER FALLING INTO POND

A five-year-old boy has died after slipping on ice & falling into a pond The accident happened in the village of Cowie in Stirlingshire at about 5pm yesterday Central Scottish Police said Attempts were made to resuscitate David Miller of Flint Crescent Cowie after he was pulled from the water but he was pronounced dead in hospital. A neighbour has asked for the pond to be fenced off more securely to avoid a repeat of the death.

MURDERED DAMILOLA TAYLOR LAID TO REST

Nigerian High Commissioner Prince Bola Ajibola has led the tributes at the funeral of schoolboy Damilola Taylor. Former Wimbledon footballer John Fashanu was among about 300 mourners at the church service in Plumstead London Damilola died on London's North Peckham estate in November after being stabbed as he walked home from a computer class Police have so far arrested 15 people in connection with the 10-year-old's death but no-one has been charged.

US "MUST CUT MILITARY NUMBERS IN JAPAN"

Politicians on the Japanese island of Okinawa have unanimously adopted a resolution demanding that the USA reduce its military presence there. The move follows the arrest of a US marine on suspicion of indecently assaulting a schoolgirl on the island. The resolution also urges Washington to tighten discipline among the 30 000 or so servicemen posted on the island. There were mass protests in Okinawa in 1995 after three US servicemen raped a 12-year-old girl Radio Japan recalled.
