TUESDAY'S HIGHLIGHTS AT WESTMINSTER

The Conservatives demanded that the Foreign Secretary Jack Straw calls a referendum on the draft European Union constitution. Tory deputy Michael Ancram said the Government had a "hectoring disregard" for public concerns but Mr Straw said the draft was not for a "superstate". Health Secretary John Reid said those attacking diagnostic treatment centres should put "patients' welfare first". The plan using foreign private firms may provide 250 000 operations he said

HURRICANE ISABEL STARTS ITS DESTRUCTION

Hurricane Isabel has hit the US east coast with 100mph winds downing trees and causing power cuts to some 50 000 people in North Carolina. Some 300 000 people have been warned to leave the east coast as Isabel moves north along & the US government has closed down for a day. Trains & flights in the area have been cancelled or delayed as have flights to & from the US & UK. Washington Maryland N Carolina & Virginia are under states of emergency.

GILLIGAN COMPUTER'S "SEEMING ANOMALIES"

A computer expert has told of "seeming anomalies" on the handheld computer BBC journalist Andrew Gilligan used to record his briefing from Dr David Kelly Forensic computer expert Edward Wilding told the Hutton Inquiry into the arms expert's death that there were two memos recording the conversation. Only one mentioned Alastair Campbell and was dated after the other he said. Mr Gilligan has claimed Dr Kelly said Mr Campbell transformed a Government dossier about Iraq's weapons.

An Indonesian court has sentenced

remorseful Islamic militant Ali Imron to life in prison for planning the Bali bombings which killed 202 people. The judge said Imron 33 had shown "great courage" in admitting that what he & his colleagues including two of his brothers had done was wrong. Two men have already been sentenced to the death penalty for their part in last October's attacks. Imron drove the van containing one of the bombs & helped plan the blasts.
