EXECUTIVE COMMITS IN FULL TO SUTHERLAND

First Minister Henry McLeish said at the launch of his cabinet's programme for government ministers would embrace the principles of Sutherland in full. Mr Mcleish's statement went beyond what many expected & said the report would be implemented after April 2002. Finance Minister Angus McKay will now have to find the money & convince collegues it is a good use of resources But Opposition leaders said the dithering had caused the elderly needless pain.

CAMBODIA OPENS ILLEGAL LOGGING PROBE

Prime Minister Hun Sen has ordered an inquiry into illegal logging & vowed to crack down on illegal sawmills. He was responding to a report by Global Witness the independent monitor for the country's forestry sector. The report said illegal logging was on the rise fuelled by official corruption and that government monitoring systems were ineffective. Hun Sen is meeting international aid donors who have linked aid to reform in the forestry sector in the past.

MANDELSON LET GOVERNMENT DOWN ` SHORT

International Development Secretary Clare Short has accused Peter Mandelson of letting the Government down. She told BBC Radio 4 that he had quit as Northern Ireland Secretary because "he has got problems with the truth". It was "very sad" that Mr Mandelson had penned "acres of newsprint" since his resignation she said adding that he had also "let himself down". "Peter Mandelson is over " Ms Short told The World This Weekend.

TEAR GAS FIRED AT STUDENT PROTESTERS

Police in Indonesia have fired tear gas at thousands of student protesters trying to storm the country's parliament building in Jakarta. The students fought back by throwing sticks & stones at police witnesses said. There were no reports of injuries The protest came as legislators met to consider an inquiry into corruption scandals linked to the President. President Abdurrahman Wahid denies any wrongdoing & refuses to step down.

INDIA SEEKS CASH TO REBUILD AFTER QUAKE

India is appealing for international aid to help in reconstruction work after Friday's earthquake in the western state of Gujarat. Finance Minister Yashwant Sinha is to ask for £650m from the World Bank & #325m from the Asian Development Bank. He warns that the damage done by the quake will badly hit India's economy. A BBC correspondent says India's public finances were not prepared for an event such as this.

AUSTRALIA TRIES TO HALT "BRAIN DRAIN"

Prime Minister John Howard is to spend #1.1bn on a plan to reverse the drain of scientific expertise from Australia. "Backing Australia's Ability" sets out five years' worth of spending to turn around the so-called brain drain. It focuses on giving tax breaks to businesses to encourage them to spend more on research & development. Universities will get more money for equipment & research grants will be doubled. University science & technology places will also increase.

INDIA CREATES QUAKE RELIEF COMMITTEE

India has set up a national all-party committee to co-ordinate relief for survivors of last week's earthquake. The committee was set up after a meeting of party leaders called by Prime Minister Atal Behari Vajpayee. The government has been criticised for its role in the relief effort. Private and religious organisations have taken the lead a BBC correspondent says. It is believed up to 30 000 people may have died after the tremor hit Gujarat.
