TORIES TO MISS OUT ON EU PARTY FUNDING

The Tories are to miss out on a share of multi-million pound funding given to political parties by the European Union The money will only go to political parties which are part of a group with seats in at least five member states. Shadow Foreign Secretary Francis Maude said the party was being discriminated against because it has no direct link with other European political groups. Both Labour & the Liberal Democrats will qualify for some of the funding.

EU CUTS COD FISHING AFTER STOCKS SLUMP

Part of the North Sea will be closed to cod fishermen to restore dangerously low stocks the European Union has said The Brussels Commission expects to keep the emergency measures in place for 12 weeks during the spawning season. All boats fishing cod will be banned from protected areas while permits reports & monitoring are tightened. The ban will cover 40 000 square miles mainly off East Anglia the west of Scotland Norway & Denmark.

TUESDAY'S HIGHLIGHTS AT WESTMINSTER

A bid to establish a Parliamentary Commission to find out the cost to Britain of being in the European Union was launched in the Commons. Tory Michael Fabricant's Analysis of Costs & Benefits (European Union) Bill aims to discover whether the UK benefits from its membership of the EU. The Litchfield MP said the body would report back to Parliament regularly. But the Bill is unlikely to become law due to lack of parliamentary time.

FEARS RAISED OVER EC PLANS FOR FOOTBALL

Up to 10 football league clubs in Scotland could go bankrupt within five years if the present transfer system is abolished a Scottish MP has warned. Labour MP for Eastwood Jim Murphy is to use a special debate at Westminster to outline the dangers of European plans. The European Commission wants football players to have the same rights as other workers including being able to end a contract by giving notice. Mr Murphy fears clubs would lose out on transfer fees & end youth schemes.

CAMPAIGN GROUPS GAIN SUPPORT OF TORIES

A "means test" for the elderly has angered campaign groups. Louis Howson of the Conferderation of Scotland's Elderly said: "A lot of us feel they are going to dance about ` until after the general election." Age Concern Scotland said: "People's expectations were raised over the past eight weeks only to be dashed." Critics were joined by the Tories who complained the Health Minister's plan meant care was now a lottery between old people in Scotland.

GOVT URGED TO REMAIN FOCUSED ON PEACE

Sinn Fein President Gerry Adams has urged the Government not to allow Peter Mandelson's resignation to distract it from the search for peace in N Ireland. Ulster Unionist leader David Trimble praised Mr Mandelson in the Commons. He said his work in Northern Ireland had been appreciated by many people. The Democratic Unionist Party said few tears would be shed for Mr Mandelson who "refused to recognise" it spoke for the majority of the unionist community.

STAFF ACTION WOULD HIT SCHOOLS ` HEADS

Schools will have to send pupils home for part of the week if teachers carry out industrial action over staffing shortages headteachers have warned. New guidelines drawn up by the National Association of Headteachers say teachers should cover vacancies. But teachers' union the NASUWT has said it will ballot its London members on plans for a city-wide "no cover" action The NAHT said this would "hit the wrong target" and would damage schools.
