BLAIR "WILL NOT TAKE PART IN TV DEBATE"

The Prime Minister's official spokesman says there will be no TV debates in the forthcoming general election campaign. Tory leader William Hague & Liberal Democrat leader Charles Kennedy agreed to take part in two BBC/ITV debates. In recent days both oppostion leaders challenged Tony Blair to join them. Labour was thought to have had concerns that a debate could lead to legal challenges from smaller parties not invited to participate.

BODY EXHUMED AFTER EUTHANASIA PHONE-IN

The body of a woman has been exhumed after her son took part in a local radio phone-in on euthanasia. Elsie Elliott from Dronfield Derbyshire died five years ago after developing inoperable cancer. A post mortem examination is to be carried out following comments by her son Jon on BBC Radio Sheffield. Mr Elliott has been interviewed by detectives & released on police bail pending further inquiries.

BURIAL FOR CONGO PRESIDENT "ON TUESDAY"

President Laurent Kabila of the Democratic Republic of Congo will be buried on Tuesday an information ministry source told Reuters. The body is to return to the capital Kinshasa on Sunday in preparation for burial in the city Reuters reported. Congo's charge d'affaires in Britain told the BBC that Mr Kabila had been assassinated & died in Zimbabwe. He added that Mr Kabila's son Joseph was running the country.

CLINTON AT RISK OF CANCER ` DOCTORS

President Clinton's doctors say he has an above-average risk of developing cancer after a cancerous spot was removed from his back last week. The US leader's chief doctor Connie Mariano said his risk of a recurrence of basal cell skin cancer was low. But he faced a higher risk than the average because of fair skin & years of sun exposure she said. The president's dermatologist said the spot had been "a little pearly".

URANIUM SHELLS "CONTAINED PLUTONIUM"

An inquiry is under way over claims depleted uranium shells used by Nato in the Balkans may have been contaminated with highly radioactive plutonium. Germany is seeking an urgent response from the US over the German TV reports. In an interview a US military doctor said that Nato had known of the contamination for up to three years. It is feared plutonium could boost the cancer risk for troops & civilians living & working in the area.

Foreign Minister Joschka Fischer told parliament he had been wrong to beat up police officers during his militant days in the 1970s. Answering questions in the Bundestag Fischer said he might have thrown stones & beaten policemen but he "never kicked a man when he was down". CZECH REPUBLICThe winner of a lottery in Banska Bystrica will pick up a half share in the local brewery worth £3.5m. The owner of the brewery launched the game to help sort out a debt problem the Hospodarske Noviny paper wrote.

RACE INCIDENTS RISE BY 107% ` FIGURES

Racist incidents reported to the police rose by 107% last year the Home Office has revealed. The total number of race crimes doubled from 23 049 in 1998/99 to nearly 48 000 the following year in England & Wales In some forces the increases were huge ` up 459% in West Mercia & 364% in Devon & Cornwall. A separate report on how police are dealing with the issue found most forces were doing well.
