EU MEASURES TO COMBAT BSE IN FORCE

New measures to counter BSE come into force today across the European Union. Older cattle will be tested for the disease at slaughterhouses before the meat can be sold. A UK Government adviser on BSE welcomed the tests on cattle aged over 30 months which were brought in following BSE cases in France Germany & Spain. Professor Peter Smith said processed meat products which used EU imported beef should now present a lower risk.

INDONESIA GIVES HOME RULE TO PROVINCES

The Indonesian government is introducing self-rule for its 26 provinces in a move which it hopes will counteract separatist disturbances. The move ` introduced with the minimum of ceremony ` has worried overseas investors & lenders who fear local rulers will overtax foreign firms. NEW YEAR RUNG IN ACROSS THE WORLD

As New Year revellers packed London's Trafalgar Square & the centre of Edinburgh in their thousands the French turned the Eiffel Tower blue. In New York's Times Square 500 000 saw boxer Muhammad Ali open festivities & in Beijing a laser show painted pictures of China's history in the sky. Japan's Buddhist temple bells chimed in time with the sound of ships' horns. In Red Square Russians for the first time sang the new national anthem.

US AND ISRAEL SIGN WORLD COURT TREATY

The US & Israel signed a treaty to create an international war crimes court as the midnight deadline neared. The court would be the first permanent institution to try charges such as genocide & crimes against humanity. Sixty countries need to ratify the treaty before it can come into existence ` so far 27 have. The US hesitated before deciding to sign the treaty which has been criticised by American conservatives.

SHUT CHERNOBYL-TYPE PLANTS ` GREENPEACE

Greenpeace has said closure of the last working reactor at Chernobyl in Ukraine must be followed by shutdowns at similar plants in Russia & Lithuania. Tobias Muenchmeyer of the environmental group said: "We cannot afford to wait another 14 years." Greenpeace claims a dozen other water- cooled reactors of the Chernobyl design pose a continuing threat to Europe. Mr Muenchmeyer called Chernobyl "a symbol of the failure of nuclear power"

RUSSIAN PRESIDENT DENIES NUCLEAR CLAIM

Russian president Vladimir Putin has dismissed an American press report that Russia has deployed nuclear weapons at its military base on the Baltic Sea. "That is rubbish " Mr Putin told a German reporter who asked him about the claim attributed to a US official. Mr Putin was speaking as he welcomed German Chancellor Gerhard Schroeder & his wife on a private visit to Moscow. The claim that nuclear weapons had been moved to the base in Kaliningrad was also denied by Russian military chiefs.

RESCUERS NEED RESCUING AS WEATHER HITS

Dumfries & Galloway has been hit by overnight flooding as a result of heavy rain & the start of the big thaw. The A77 north of Stranraer has been blocked after being submerged under eight feet of water in places. Six firefighters had to be rescued by lifeboat from their fire engine as the water levels began to rise. Meanwhile police forces the length & breadth of Scotland were warning motorists be extremely cautious as the weather continued to cause problems.

BBC "HIDEOUSLY WHITE" SAYS GREG DYKE

"I think the BBC is hideously white " the Corporation's Director-general Greg Dyke has said. In an interview to be broadcast on BBC Radio Scotland Mr Dyke says he believes many people from different races leave after joining the BBC. He says that by 2003 10% of the BBC's UK workforce & four per cent of managers would be from minorities. The BBC says it wants diversity to be "an asset not an issue or a problem".

COUNCIL BLUNDERS OVER CHRISTMAS CONCERT

Parents were angry after Perth & Kinross wrongly told them they were not to film or photograph their children at a school Christmas concert. The council acted after concern was raised that film might fall into the hands of paedophiles. Parents defied the ruling & took photographs anyway & the Scottish Parent Teacher Council said it relected a "ridiculous rights culture". The council has apologised saying they were wrongly advised.

MENTAL ILLNESS PLAGUES AMBULANCE STAFF

Overwork & stress is causing one in three ambulance workers to suffer from mental health problems a survey found. A study of 110 Scottish ambulance staff for the British Journal of Psychiatry found 32% had mental health problems compared to 18% of the general populace Staff said road traffic accidents & medical emergencies were the most traumatic cases to cope with. Almost 70% said that they never had time to recover emotionally between incidents.
