MONDAY'S HIGHLIGHTS AT WESTMINSTER

Air strikes against Iraqi air defences caused "significant disruption" said Defence Secretary Geoff Hoon. Mr Hoon said the operation 10 days ago by the US & Britain had been a "success" & both weapons dropped by the RAF hit their intended target. Shadow defence secretary Iain Duncan Smith backed the air assault. He said he "fundamentally" disagreed with those arguing that the air strikes would only make the situation worse.

POWELL REAFFIRMS US ROLE IN BALKANS

US Secretary of State Colin Powell has stressed his country's commitment to keep peacekeeping forces in the Balkans as long as Nato needs them. "We went in together we will come out together " he told a news conference at Nato headquarters in Brussels. General Powell also said plans for a US national missile defence system would fit easily within the Nato framework. Some analysts have claimed it could antagonise America's European allies.

RUSSIA ARRESTS US "SPY" IN DRUGS PROBE

Russian security officials say they have arrested a US citizen for trying to buy drugs in the city of Voronezh. Interfax news agency quoted the FSB as saying John Tobbin was a post-graduate student at Voronezh University. The FSB said he had resisted arrest & more drugs had been found in his flat. Interfax said officials claimed Mr Tobbin had graduated from a "US defence ministry institute" & had undergone military intelligence training.

FEARS DISEASE MAY HAVE SPREAD TO EUROPE

An area of Germany has begun destroying animals imported from the UK as the foot-and-mouth crisis continues. The move in North Rhine-Westphalia comes as fears grow that the disease may have spread to continental Europe. Agriculture Minister Nick Brown had warned the European Commission of the risk after a case was confirmed at a Devon farm which exports sheep. Mr Brown is due to make a Commons statement on the outbreak.

FOOT-AND-MOUTH ALARM SIGNAL FOR GERMANY

German officials say they have found antibodies for foot-and-mouth disease in sheep imported from Britain. Five animals at a farm near Dusseldorf have since been destroyed. The environment minister in North Rhine Westfallia the state where the farm is located described the discovery as an alarm signal for Germany. Several European countries have closed livestock markets and killed animals imported from Britain.

GOVT SHUTS PATHS TO STOP FOOT-AND-MOUTH

The Government has introduced powers to shut down rights of way in England & Wales in an effort to prevent the spread of foot-and-mouth. Under them councils have discretionary rights to shut down paths across individual premises & affected areas. The Scottish Executive is expected to announce similar measures later today. Meanwhile many National Trust & Forestry Commission properties in affected areas have been closed off.

INNOGY BUYS YORKSHIRE POWER FOR £1.84bn

Innogy the domestic arm of the former National Power group has bought Yorkshire Power in a £1.84bn deal. Innogy said the deal would create the UK's leading electricity supplier & the number two gas supplier. It added that the combined group would have a total of 5.3m domestic business and industrial accounts. The number of customer accounts gives the combined group an 11% share of the country's energy market.

ISRAELI LEADER SHARON FACING VITAL VOTE

Israel's right-wing leader Ariel Sharon is set to find out whether he can form a government with the Labour Party to clear the way for him to take power. Mr Sharon who defeated Ehud Barak this month hopes Labour will vote to form a government with his Likud party. Mr Sharon is racing against the clock to form a government by the end of March or face general elections. A deal is crucial to his peacemaking policy with the Palestinians.

NOISE CAN COMBAT STRESS SURVEY CLAIMS

Peace & quiet is often ignored in favour of noise as a way of combating day-to-day stress a survey reveals. The magazine Bella found between 25% and 34% of people need some form of background noise to be able to sleep. Meanwhile a quarter of people say they cannot drive without music on the stereo & over a third switch on the TV or radio soon after getting up. Bella editor Jackie Highe said modern lifestyles bred a "dislike of silence".
