POWELL URGES END TO WEST BANK "SIEGE"

US Secretary of State Colin Powell has urged Israel to lift restrictions on the West Bank & Gaza Strip. He made his comments after meeting Palestinian leader Yasser Arafat. Mr Powell said it was "necessary to lift the siege as soon as possible so that economic activity can begin again" Israel has sealed off the territories because of security concerns. Mr Powell earlier met Israeli Prime Minister- elect Ariel Sharon in Jerusalem.

ISRAEL ARMY CHIEF FOR TOUGHER APPROACH

General Shaul Mofaz the Israel army chief of staff has said the security forces need to take a tougher approach when dealing with Palestinian attacks. He accused the Palestinian Authority of giving a "green light" to attacks & of having become a "terrorist entity". Gen Mofaz said he would present his proposals for tougher measures once Ariel Sharon has formed his government. Mr Sharon has drawn two small rightwing parties into his emerging coalition which already includes Labour & Likud

LIB DEMS PLEDGE £1 000 RISE FOR NURSES

The Liberal Democrats have pledged a #1 000 pay rise for nurses midwives and other low-paid health professionals The hike is part of a package forming the basis for the Lib Dems' manifesto in the forthcoming General Election. Other plans include a £3bn-a-year rise in education funding money for 6 000 more police & an increase for OAPs. The party also promises 11 000 new hospital beds & training places for 3 300 doctors & 11 400 nurses.

LIB DEMS COULD WIN 216 SEATS ` KENNEDY

The Liberal Democrats could win 216 seats at the General Election party leader Charles Kennedy has claimed. He made the claim at the launch of a poster campaign which publicises the results of a Mori poll which quizzed more than 2 000 adults across the UK. It asked how they would vote if the Lib Dems could win in their constituency. The results show the Lib Dems with 216 seats would beat the Tories (54 seats) and become the official Opposition.

GUN BATTLE ERUPTS ON MACEDONIAN BORDER

A firefight on the Macedonian border with Kosovo has raised fears that the violence in the region is escalating. Ethnic Albanian gunmen exchanged fire with Macedonian security forces for almost an hour according to witnesses. The Macedonian government fears that escalating violence in Kosovo & Serbia's Presevo valley north of the country could spread across the border. NATO peacekeepers have pledged to step up border patrols in the area.

GOVT SHUTS PATHS TO STOP FOOT-AND-MOUTH

The Government has introduced powers to shut down rights of way in England & Wales in an effort to prevent the spread of foot-and-mouth. Under them councils have discretionary rights to shut down paths across individual premises & affected areas. The Scottish Executive is expected to announce similar measures later today. Meanwhile many National Trust & Forestry Commission properties in affected areas have been closed off.

THREE REPORTED SHOT IN W BANK CLASHES

Two Jewish settlers & a Palestinian are reported to have been shot & wounded in clashes in the West Bank. Security sources say Palestinian gunmen opened fire on a settler's car near Ramallah hitting a man in the head. They say that later a woman settler was shot in the hand & legs in the settlement of Ofra. And hospital sources say a 17-year-old Palestinian was shot in the stomach by an Israeli sniper in Hebron.

ISRAELI TROOPS KILL GAZA PALESTINIAN

The Israeli army says it has killed a Palestinian it suspected of planting a device on a Gaza Strip road. Troops shot at a man on a road linking the Netzarim Jewish settlement with the Karni Crossing. Palestinian ambulance workers who recovered the body said they recognised the man as a homeless vagrant. An Israeli Army statement said troops had prevented an attempted attack against "civilians & soldiers".

MANDELSON "COMMITTED" TO CONSTITUENCY

Peter Mandelson has assured his Hartlepool consitutents he is committed to serving a full term as their MP. He said he would be a loyal Labour MP in a second term of government & not cause trouble from the backbenches. He told his constituency Labour Party's annual general meeting he would not be seeking a return to Government. An inquiry into the Hinduja passport affair which caused him to resign will show he did nothing wrong he said.

NO TALKS UNTIL VIOLENCE ENDS ` SHARON

Israel's Prime Minister-elect Ariel Sharon has said the Middle East violence must end before peace talks with the Palestinians can resume. "The Palestinian Authority must take immediate action to stop terror & violence " he said. Mr Sharon met with US Secretary of State Colin Powell in Jerusalem. Mr Powell who is also meeting Palestinian leader Yasser Arafat vowed to try to bring the sides together.

21 GROUPS BANNED UNDER ANTI-TERROR LAW

The Government has named 21 groups it intends to ban under a new anti- terrorism law designed to halt funding and support for UK-based militants. Sri Lanka's Tamil Tigers Saudi rebel Osama bin Laden's Al-Qaida & the Iranian Mujaheddin el-Khalq are listed Also banned are Palestinian Kurdish Egyptian & Algerian extremist groups. Home Secretary Jack Straw said he was satisfied the proscribed organisations "are concerned in terrorism".

POWELL REAFFIRMS US ROLE IN BALKANS

US Secretary of State Colin Powell has stressed his country's commitment to keep peacekeeping forces in the Balkans as long as Nato needs them. "We went in together we will come out together " he told a news conference at Nato headquarters in Brussels. General Powell also said plans for a US national missile defence system would fit easily within the Nato framework. Some analysts have claimed it could antagonise America's European allies.
