SPAIN

Interior Minister Jaime Mayor Oreja has called for a Europe-wide arrest warrant which would make the extradition of suspects unnecessary. He said the warrant would end the "limitations" which hindered countries in the fight against crime. GEORGIA Tbilisi & Ankara have agreed to remove anti-personnel mines from their joint border & not to use them for border protection in the future. Georgian Defence Minister Davit Tevzadze said Georgia & Turkey were working to clear the mines.

German Chancellor Gerhard Schroeder has said Russian opposition to a US missile defence plan so-called "Son of Star Wars" must be seriously considered. Russia had a vital role in lasting security in Europe he said demanding clarity from the US on the proposals. US Defence Secretary Donald Rumsfeld again said the plan posed no threat but European leaders fear a new arms race. Nato chief Lord Robertson believes the plans would not affect the alliance.

GERMANY SEEKS "SON OF STAR WARS" TALKS

German leaders have called on President Bush to consult his European allies before embarking on his planned new missile defence system known as NMD. Defence Minister Rudolf Scharping said "comprehensive consultations" were needed on the plan which has attracted sharp criticism from Russia & China. An opposition leader was more positive but also called for consultations. Europe & the US are both at risk from "rogue states" so the NMD'S benefits should be shared Friedrich Merz said.

UK TROOPS EXTEND SIERRA LEONE TRAINING

The Government has announced plans to extend British troops' training of the Sierra Leonean army by eight months until the end of September. Defence Secretary Geoff Hoon said the move would help make the West African state's army "self-sufficient". The British military presence will remain at around 600 at any time. British troops have made an "important contribution to stability in Sierra Leone" Mr Hoon added.

SPANISH SAY BRITAIN SHOULD PAY FOR BSE

A Spanish farmers' union has said that Britain is responsible for cases of mad cow disease in other European countries and should be made to pay compensation. Local media reported that the head of the Asaja union Pedro Barato said the UK had been irresponsible to continue to export feed containing animal meal. Britain banned animal meal from cattle feed in 1988 because of BSE but carried on exporting it to Europe he said. The UK was at fault because it allowed EU farmers to buy the feed he added.

GERMAN FARMERS IN BSE SLAUGHTER PROTEST

The German authorities are continuing the first large-scale slaughter of an entire herd of cattle in spite of protests from farmers. Farmers in Mucheln in eastern Germany scuffled with police & shouted "Murderers" as lorries continued the removal of more than 1 000 cattle. The move follows the confirmation of a case of BSE in the herd. Since the first case was found in Germany last November 24 cases of mad cow disease have been confirmed.

EX-ELF EXECUTIVE TO AWAIT EXTRADITION

A German court has ruled that a French fugitive is to be held in custody until extradition proceedings begin next week Alfred Sirven 74 was detained at Frankfurt airport after deportation from the Philippines. A former executive of French oil firm Elf Aquitaine he is a key figure in the corruption trial of ex-French foreign minister Roland Dumas. A judge said regional authorities would decide if he can be returned to France.

RUSSIANS TESTING AMPHIBIOUS RIFLE

A designer at Russia's top weapons institute has designed an assault rifle which can also be fired underwater. RIA news agency said Col Yuriy Danilin a department head at the Artillery Institute in Tula south of Moscow had built the rifle in his spare time. The weapon uses different cartridges to fire in water. At present special forces need to use bulky separate weapons for fighting underwater. Tula also created the most-copied assault rifle the Kalashnikov AK-47.

ISRAEL HOPEFUL BANKS ON LANGUAGE SKILLS

Opposition leader Ariel Sharon has been brushing up his Russian in his bid to become Israel's next prime minister. Mr Sharon has been using his Russian at election meetings to woo the one million emigres from the former Soviet Union who are now Israeli citizens. He told Russian TV that his grandmother spoke the language but that his own abilities were more modest. "It is difficult for me to speak Russian but I do understand it " he said in his grandmother's tongue.
